She just acts like a curious, energetic child who has little knowledge about the Human World. She wants to explore and get into things. This can lead to hilarious shenanigans and mishaps. (Doesn't help that she is also rather klutzy.)
Then there is the matter of "twinkles." Finding twinkles is the most important training for season fairies. The twinkles help their Magic Flower grow. In order to graduate, they must collect enough twinkles to make their Magic Flower bloom. Twinkles can be found in the Human World.
But there's one catch: none of the apprentices know what a twinkle is.
Apprentices must find the twinkles on their own. Which means they are given no hints about what they are looking for. They can only guess. Sugar thinks a twinkle is something that, well, twinkles. Meaning all pretty, shiny, and sparkly things are suspect. Sugar will try to grab these twinkly things, even if they belong to someone else. But no worries! This little thief will be easy to dissuade. If told what the object is, namely NOT a twinkle, she'll return it without much fuss.
