She just acts like a curious, energetic child who has little knowledge about the Human World. She wants to explore and get into things. This can lead to hilarious shenanigans and mishaps. (Doesn't help that she is also rather klutzy.)
Then there is the matter of "twinkles." Finding twinkles is the most important training for season fairies. The twinkles help their Magic Flower grow. In order to graduate, they must collect enough twinkles to make their Magic Flower bloom. Twinkles can be found in the Human World.
But there's one catch: none of the apprentices know what a twinkle is.
Apprentices must find the twinkles on their own. Which means they are given no hints about what they are looking for. They can only guess. Sugar thinks a twinkle is something that, well, twinkles. Meaning all pretty, shiny, and sparkly things are suspect. Sugar will try to grab these twinkly things, even if they belong to someone else. But no worries! This little thief will be easy to dissuade. If told what the object is, namely NOT a twinkle, she'll return it without much fuss.

Is it okay if Sugar kisses your character? Even more confusion and sort of uncomfortable.
Can Sugar hug your character? He will be oddly uncomfortable with it.
Is it okay if Sugar messes up their plans? Sure?
Does your character have any items that could be mistaken for a twinkle?
Duke has magic, which does tend to do motes of light when he's casting.
He also has a pair of gold beads on either side of his coat, attached to the shoulders by a string.
Can Sugar touch/take said twinkly things?
Duke's magic can't be touched unless he does something to make it solid / casts a spell. He will likely never target her with his magic (aside from healing-) so she will not be hurt or able to touch his offensive spell effects. the worst she will get is some vague feeling of the element.
On the other hand, there are beads on the edge of his coat. They hang off of string from his shoulders and could probably be taken.

Sion has a few spells that make a bright glowing array before him. They're usually pale blue.
Can Sugar touch/take said twinkly things? The spell fields of his world can be disrupted by contact - however, that is basically the same as sticking yourself into the spell. This will very likely hurt Sugar-
